Chris founded White Tail in 2023 to bring his extensive NHS knowledge and experience to a wider audience. He is an experienced senior leader and strategist, with a wide network in the health sector and in-depth experience of engaging with and working alongside senior stakeholders, including clinicians. 

At White Tail, he leads on research, system engagement and patient experience. He specialises in the strategic use of insight to solve system problems and achieve lasting policy or practice change, guiding insight models from design to implementation. 

Chris spent 10 years working at NHS England, most recently as Head of System Development, in System Transformation’s Population Health Management team. Prior to this role he  held various senior roles in NHS England’s Insight and Feedback team, including oversight of the national GP Patient Survey, and was trained in social research methods during 3 years at Ipsos’s Social Research Institute.

As an example of his strategic approach to insight, at Ipsos he co-created a behavioural research approach, utilising the COM-B model to ensure fieldwork generated evidence-based interventions. At NHS England he designed a new Integrated Care Experience Survey, utilising federated data architecture to deliver insights to ICBs in near-real time. And at White Tail he has directed engagement and clinical research design to support the deployment of new diagnostic techniques to drive down inequalities in women’s health care. 

Chris is a rigorous analytical and creative thinker, with a strong academic background in both Philosophy (Warwick, PhD and MA with Distinction) and Natural Sciences (Cambridge, BA Hons 1st class)

Sharon has over a decade's experience working in the health sector, most recently as Director of Policy and External Affairs at National Voices, the leading coalition of health and care charities. She is co-chair of the Government’s Timms Review into Personal Independent Payments, with a focus on co-production and informed policy recommendations. At White Tail she leads on policy, lived experience and communication.

Sharon is known for her creative and pragmatic policy work that drives meaningful change for people who engage with public services, especially those facing health inequalities. Through her own lived experience of multiple long-term health conditions, she is wedded to the principle that lived experience and listening to users will help shape a better, more efficient health service that works for all.

Before moving into the policy sector in 2021, Sharon was an award-winning senior correspondent at the Health Service Journal, leading on integration, commissioning and social care reform. She was also an advisor to the Department of Transport on the accessibility of UK travel from 2014-2024.
